Proposal for Consolidated Appropriations Act HEERF III
Valdosta State University (VSU) has been approved for an additional $14,305,815 to award in the second round of grants for our students through the Consolidated Appropriations Act.
The American Rescue Plan requires that institutions prioritize students with exceptional need, such as students who receive Pell Grants or undergraduates with extraordinary financial circumstances. Institutions are expected to establish a transparent process for assessing need. Beyond Pell eligibility, other ways of prioritizing exceptional need could include students who may be eligible for other federal or state need-based aid or have faced significant unexpected expenses, such as the loss of employment, reduced income, or food or housing insecurity. The Department’s final rule on student eligibility for HEERF states that all students who are or were enrolled in an institution of higher education during the COVID-19 national emergency are eligible for emergency financial aid grants, regardless of whether they completed a FAFSA or are eligible for Title IV.
Under section (a)(1) and (a)(4) Supplemental Awards under the American Rescue Plan, VSU must make grants to students (including students exclusively enrolled in distance education), which may be used for any component of the student’s cost of attendance or for emergency costs that arise due to coronavirus, such as tuition, food, housing, health care (including mental health care) or child care.
VSU acknowledges that it retains discretion to determine the amount and availability of each individual grant consistent with all applicable laws, including nondiscrimination laws. We further acknowledge that under the aforementioned section, VSU must prioritize grants to students with exceptional need, such as students who receive Pell Grants. However, students do not need to be Pell recipients or students who are eligible for Pell grants in order to receive a grant.
Additionally, the university acknowledges that it may not condition the receipt of such a
grant on continued or future enrollment with the Recipient. VSU also acknowledges that it may not require a student to apply a grant to the student’s outstanding account balance without affirmative consent as a condition of receipt of or eligibility for the grant.
- VSU HEERF III Funding Programs Overview
- The VSU Emergency Needs Based Grant: The Emergency Assistance Needs Based Grant will be distributed to all VSU students who filed the FAFSA and had an estimated family contribution that indicated they were eligible to receive the Pell grant. Students who are eligible for federal student aid, other than Pell grant will also be eligible for this grant. Students would have to be enrolled in courses at VSU for 10 days after the drop/add period has ended and enrolled in a minimum of 6 hours.
The VSU COVID-19 Emergency Assistance Grant: The fund will be used to provide emergency grants to assist students during the COVID-19 crisis. It is designed to enable a student to meet a short-term financial hardship and is managed by the Office for Student Success. Students will complete an application and may provide supporting documentation. Applications will be reviewed by a campus review committee, and students would have to be enrolled in courses at VSU after the start of the current term.
- Eligibility
VSU has approximately 12,000 students actively enrolled in courses. Of that population, approximately 7,000 are Federal Aid / Pell eligible. We will exclude any Transient student or Dual Enrollment students from receiving grants through the HEERF III funding. Removing those two groups will leave a total population of approximately 11,500 eligible to receive funding. Using these numbers, the HEERF III allotment would be broken out in the following manner:

Funding from HEERF III is available to students who are enrolled in a minimum of 6 credit hours, or who could demonstrate their exceptional need based on their eligibility to participate in Title IV funding programs of the Higher Education Act of 1965, as amended (HEA) and have an estimated family contribution between 0 – 20,000.
Valdosta State University will follow all criteria for disbursement for funding. Previous criteria excluded the International Students, Non-resident Aliens, Dual Enrollment students, and Transient students, as their aid would potentially be through their host institutions. The criteria for HEERF III will not automatically exclude these groups. VSU will work with other institutions to ensure students with a demonstrated need will have access to grant funds.
Determining Eligibility
In order to distribute HEERF III funding it is critical to identify the population of VSU students that are eligible. Eligibility is determined by the requirements prescribed by the US Department of Education and the University System of Georgia. Using these criteria described, the Director of Financial Aid has coordinated with the VSU Registrar, Bursar and the Director of Institutional Research to determine the population of students eligible to receive the VSU HEERF IIII Student Grant. The following steps have been taken to determine eligibility:
- Identified all students Pell eligibility, international status, citizen status for tracking purposes.
- Identify Transient students on the list for collaboration with home institutions.
- VSU HEERF III Fund Distribution
The VSU Consolidated Appropriations Act plan will distribute the HEERF III funding to students through two separate programs:
The VSU Emergency Needs Based Grant: The VSU Emergency Assistance Needs Based Grant will be an additional award sent to students who have filed a FAFSA and based on an estimated family contribution (EFC) that would have made them eligible to receive the Pell Grant, those who use student loans, and have Nelnet agreements will receive funds according to the table below:

- The VSU COVID-19 Emergency Assistance Grant: The VSU COVID-19 Emergency Assistance Grant will be an additional option to provide students with additional funds for emergency situations. The VSU Vice President for Student Success will lead a campus committee to receive and review applications for the VSU COVID-19 Emergency Assistance Grant. Applications will be reviewed as they are received by the University. After the committee reviews and determines amount of award, the Office of Financial Aid will notify the student by email of award amount and place the award to the student’s account.
Award decisions will be based on the established criteria outlined in the application. Award amounts will be determined based on the request, proof of need, and available funds. Priority will be given to students with lower EFC ratings and a greater demonstrated financial need. To ensure that those with an exceptional need are given priority, random awards will be selected biweekly and reviewed by the committee. Awards will average approximately $500-$1000, however extenuating circumstances may warrant a higher amount. Maximum award per term would not exceed $2,900. All requests and awards will be tracked and recorded by Financial Aid for student retention monitoring and reporting purposes.

VSU COVID-19 Emergency Criteria
VSU COVID Emergency funds may be used to assist students with unexpected emergency expenses associated with the COVID-19. Criteria have been updated to match the most recent revisions provided in Higher Education Emergency Relief Fund (HEERF) II Public and Private Nonprofit Institution (a)(1) Programs (CFDA 84.425E and 84.425F) Frequently Asked Questions. Expenses should be related to the cost of attendance, and could include:
- Tuition / Fees (with student affirmative consent)
- Food expenses
- Technology / Course materials
- Travel costs related to a death or illness of immediate family member
- Unanticipated and/or extraordinary child expenses, including, but not limited to, child-care, formula, diapers, etc.
- Medical bills or medications
- Sudden emergency move, change in living conditions, or to prevent homelessness
- Safety needs (i.e. lock changes, etc.)
Refund distribution to students
Distribution of the VSU Emergency Assistance Grant will begin immediately upon award authorization and funding from the US Department of Post-Secondary Education and approval of the proposed plan by the University System of Georgia. The application process and distribution of the VSU COVID-19 Emergency Fund will also begin immediately upon award authorization and funding from the US Department of Post-Secondary Education and approval of this proposed plan and continue until the balance is exhausted. Funds would be distributed based on a student’s refund preference selected in our student system. The institution will not automatically apply any HEERF III funding to an outstanding balance without a student’s affirmative consent. Affirmative consent will be obtained electronically through the VSU Student Portal and tracked through the MyVSU Portal Reporting. All HEERF III funds will be applied to a student’s account after the drop/add period has ended.

The federal Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA) provided financial resources to colleges and universities. The resources available through the Higher Education Emergency Relief II (HEER II) Fund allow universities to distribute grants to students in need to cover any component of the student’s cost of attendance or for emergency costs that arise due to coronavirus.
Valdosta State University has received approval to award $4,665,699 in HEERF II funds to students based on an award model giving priority to students with exceptional financial need. VSU will make grants to students (including students exclusively enrolled in distance education), which may be used for any component of the student’s cost of attendance or for emergency costs that arise due to coronavirus, such as tuition, food, housing, health care (including mental health care) or child care.
Valdosta State University will divide it's HEERF II student grant funds into two programs:
The VSU Emergency Needs Based Grant: The Emergency Assistance Needs Based Grant will be distributed to all VSU students who filed the FAFSA and had an estimated family contribution that indicated they were eligible to receive the Pell grant. Students would have to be enrolled in courses at VSU on February 10, 2021 in a minimum of 6 hours. The Emergency Assistance Needs Based Grant would also exclude Transient and DE students.
The amount of the VSU Emergency Assistance Grant will vary by term, providing those students with the most need a total of $100 for Spring term 2021 and $200 for Summer Term 2021.
The VSU COVID-19 Emergency Assistance Grant: The fund will be used to provide emergency grants to assist students during the COVID-19 crisis. It is designed to enable a student to meet a short-term financial hardship and is managed by the Office for Student Success. Students will complete an application and may provide supporting documentation. Applications will be reviewed by a campus review committee, and students would have to be enrolled in courses at Valdosta State University.

Higher Education Emergency Relief Fund (HEER) - This award of up to an amount less than Pell Grant provides one-time emergency financial assistance to students. Circumstances that may lead a student to apply for these funds can vary widely. These funds are intended to assist students with financial hardships to complete their education.
Eligibility Requirements:
To be eligible, an applicant must meet the following criteria:
- Have suffered a financial impact due to the COVID-19 pandemic as determined by the institution.
- Have filed a Free Application for Federal Student Aid (FAFSA) and been determined eligible for Title IV federal student assistance.
- May be used to maintain continuous enrollment.
- Student may use funds to pay an outstanding balance of direct charges to the institution.
- Priority will be given to Pell-eligible students, however, you do not have to be a Pell recipient to qualify. Institutions should ensure awards will satisfy student obligations.

The Higher Education Emergency Relief Fund (HEERF) is a fund that may be used by Valdosta State University to assist in your financial needs while enrolled at VSU. The CRRSAA requires that an institution receiving funding under section 314(a)(1) provide the “same amount” in financial aid grants to students from the new CRRSAA funds that it was required or which it would have been required to provide under its original CARES Act Student Aid Portion award. Added allocations for students enrolled in exclusively distance education courses: Students enrolled in exclusively distance education courses are included in the CRRSAA section 314(a)(1) allocation formula. Institutions will now receive allocations that factor in such students under the formula, and the formula also allows exclusively online institutions that were ineligible for funding under section 18004(a)(1) of the CARES Act to apply for grant funds. Amounts apportioned for students enrolled in exclusively distance education courses may be used only for financial aid grants to students.
In addition, the CRRSAA explicitly provides that financial aid grants to students may be provided to students exclusively enrolled in distance education. Institutions may not (1) condition the receipt of financial aid grants to students on continued or future enrollment in the institution, (2) use the financial aid grants to satisfy a student’s outstanding account balance, unless it has obtained the student’s written (or electronic), affirmative consent, or (3) require such consent as a condition of receipt of or eligibility for the financial aid grant.2 Institutions should carefully document how they prioritize students with exceptional need in distributing financial aid grants to students, as the Department intends to establish reporting requirements regarding the distribution of financial aid grants to students consistent with section 314(e) of CRRSAA. Financial aid grants for students may be used for any component of the student’s cost of attendance or for emergency costs that arise due to coronavirus, such as tuition, food, housing, health care (including mental health care) or child care. Valdosta State university is using the following method to award Emergency Cares Act grant funds to students:
Valdosta State University Proposal for CARES Act Grants
Valdosta State University has been approved for $4,665,699 to award in the first round of CARES Act grants for VSU students.
The CARES Act allows us to use our own “significant discretion on how to award this emergency assistance to students.” The only requirements that are stipulated in documentation indicate that the funds can only be used to cover expenses related to the disruption of the student’s education due to the campus operations ending due to COVID-19. The eligible expenses for this program are the same as those outlined in the federal financial aid calculations for determining a student’s cost of attendance. These items include food, housing, course materials, technology, health care, and child care.
In consultation with peer institutions and in reviewing our current student population, we are proposing a funding model that provides for two pools, as follows:
- The VSU Emergency Relief Grant: all eligible students
- The VSU Cares Grant: application based process providing an option for additional funds to students with demonstrated additional needs.
This plan would provide some assistance for all VSU students immediately in the form of the VSU Emergency Relief Grant by providing them with a formulated grant amount. Those with demonstrated need, as determined by the FAFSA, would receive the highest grant of $476, other full time and part time students would receive an average award of $424.
As of April 14, 2020, VSU has 10,482 students, including graduate and undergraduate. At VSU 6,809 are full time and 3,673 are part time students actively enrolled in courses. Using these numbers, the CARES Act allotment would be broken out in the following manner:

Overall Eligibility for the Pools:
Funding from the CARES Act is available to students who are, or could be eligible to participate in Title IV funding programs of the Higher Education Act of 1965, as amended (HEA). If a student has filed a Free Application for Federal Student Aid (FAFSA), then the student has demonstrated eligibility to participate in Title IV aid programs. Students who have filed a FAFSA must have an ISIR that is free from any flags or outstanding requirements to satisfy verification that would prevent them from being awarded Title IV aid. Students who have not filed a FAFSA, will not be eligible to receive grants. The criteria to participate in programs under Section 484 of the HEA include but are not limited to the following:
U.S. citizenship or eligible noncitizen; a valid Social Security number; registration with Selective Service (if the student is male); and a high school diploma, GED, or completion of high school in an approved homeschool setting.
The CARES Act also stipulates that funding from this program is not available to students who were enrolled exclusively online prior to or on March 13, 2020, the date of the President’s Proclamation, “Declaring a National Emergency Concerning the Novel Coronavirus Disease (COVID-19) Outbreak. Students who have been convicted of certain drug crimes while enrolled and are now ineligible to receive future Title IV aid are not eligible for funding under the CARES Act.
Under these criteria, the following students are not eligible to receive funding from the CARES Act funding:
- Those who either are not or could not become eligible for Title IV aid,
- Fully online students as of March 13, 2020 or prior, and
- Transient students.
Determining Eligibility
In order to distribute CARES Act funding it is critical to identify the population of VSU students that are eligible, as determined by the eligibility requirements prescribed by the US Department of Education and the University System of Georgia. Using these criteria described, the Director of Financial Aid has coordinated with the VSU Registrar, Bursar and the Director of Institutional Research to determine the population of students eligible to receive the VSU Student Cares Grant. The following steps have been taken to determine eligibility:
- Verify that the student has a valid Social Security Number (FAFSA)
- Verify that the student has graduated from high school (FAFSA)
- Verify that the student does not have a drug conviction that would disqualify them from receiving Title IV Aid (FAFSA)
- Identified all students with a citizen code in Banner of C for citizen and R for Resident Alien. (FAFSA)
- Determine if male US citizens who did not file a FAFSA are registered with Selective Service: (FAFSA)
- Remove DE only students from the list:
- Removed all students coded with a student type of M for Dual enrollment and J for joint enrolled.
- Removed students enrolled completely online prior to March 13 from the list
- Remove Transient students from the list
Additional Pool Specific Information
All awards will be tracked and recorded by Financial Aid and distributed through Banner Student Accounts for accountability reporting and student retention monitoring.
The VSU Emergency Relief Grant: The VSU Emergency Relief Grant will be given to all currently enrolled students as of April 20, 2020. The Emergency Relief Grant will be distributed to VSU students who filed the 2019-2020 FAFSA or who are enrolled for Spring 2020 as of March 13, 2020. Students meeting these criteria with an EFC of 0 to 2550 will receive the highest grant estimated to be $615, and students with an EFC of 2551 plus will receive a grant estimated to average $565. Recipients of the VSU Emergency Relief Grant could also receive the VSU Cares Grant.
The VSU Cares Grant: The VSU Cares Grant is designed for immediate and short term financial hardships. It is an additional grant for assistance and will be handled on a case by case basis with a demonstrated need. Students will fill out an application with supporting documentation of needs and the application and supporting materials will be reviewed by a committee created from Student Affairs and Student Success. The VSU Cares Grant will be distributed by the Office of the Vice President for Student Affairs.
Criteria
VSU COVID Emergency funds may be used to assist students with unexpected emergency expenses related to the disruption campus operations due to COVID-19. Expenses should be related to the cost of attendance, and could include:
- Food expenses
- Technology
- Course materials
- Travel costs related to a death or illness of immediate family member
- Unanticipated and/or extraordinary child expenses, including, but not limited to, child-care, formula, and diapers
- Medical bill or medications
- Sudden emergency move or change in living conditions or to prevent homelessness
- Safety needs (i.e. lock changes)
Award decisions will be based on the established criteria outlined in the application. Award amounts will be determined based on the request, proof of need, and available funds. Awards will average approximately $500, however extenuating circumstances may warrant a higher amount.
All requests and awards will be tracked and recorded by Financial Aid for student retention monitoring and reporting purposes.
VSU COVID Emergency funds will only be used to assist students with expenses related to the disruption of campus operations due to coronavirus.
Students who have not already submitted a FAFSA could still do so by June 30, 2020 and be eligible for funding.

You will not have to apply for the grant, it will be disbursed through your student account.
The CARES Act states specifically that students who meet the following criteria are eligible:
1) Students who have a completed FAFSA on file (If you do not have one on file you may fill out the 2019-2020 aid year, the form is online at www.fafsa.gov )
2) Students who were enrolled for Spring term 2020.
Students that are not eligible according to the guidelines issued by the Department of Education are:
1) International Students
2) Transient Students (Home institution will issue those grants)
3) Dual Enrolled Students
4) Students that were enrolled 100% online
Please continue to check your email for future guidance. Our goal is to start disbursing funds to students without financial aid holds or account balances next Friday. Those with holds may take longer to process for distribution.

IMPORTANT Federal CARES Act COVID-19 Emergency Relief Funding
Through the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Valdosta State has applied for federal funds to help students who find themselves in hardship as a result of the significant changes to delivery of instruction due to COVID-19. as a result of COVID-19 due to sudden change in financial status, loss of employment, or other unforeseen obstacles that may hinder their ability to complete the academic semester. The Department of Education has provided the following criteria for students to receive this aid:
- Must be eligible to and have submitted a Free Application for Federal Student Aid (FAFSA).
- Students that have not completed the FAFSA may do so through June 30 to be considered for direct CARES Act aid. Complete the FAFSA Form
- Students that were enrolled exclusively online as of March 13th, 2020 would not be eligible for direct CARES Act aid.
The criteria above will be used to distribute a fixed amount of money to all Valdosta State University students that qualify once the federal funds are received. If you do not meet the criteria above or have additional financial hardship due to the sudden impact of COVID-19, you may submit the VSU Cares financial assistance application below.
